Project overview

The project involved the sensitive alteration and refurbishment of a Grade II listed building in Tameside, transforming it into nine modern, self‑contained one‑bedroom apartments while maintaining its historical character. The scheme forms part of the government‑funded Single Homelessness Accommodation Programme (SHAP), in partnership with Greater Manchester Combined Authority, to provide high‑quality supported housing for vulnerable young adults aged 18–25 who are at risk of homelessness or rough sleeping.

It offers a safe, sustainable housing option without requiring a fully staffed 24/7 scheme, using nearby Jigsaw Support sites and community venues to deliver support efficiently. The initiative addresses the critical need for early intervention, helping individuals build the skills, resilience, and networks required to manage their own tenancy and achieve long term stability.

Externally, the scheme delivered new car parking areas, landscaping, fencing, lighting, CCTV, and other features such as a bin store, planters, and secure post boxes. The façade and envelope received extensive remedial work, including brickwork repairs, damp‑proofing, repointing, and full façade cleaning to restore the building’s appearance while ensuring durability.

Internally, the works began with a full soft strip and demolition phase, including removal of the outrigger building, followed by the complete reconfiguration of three floors to accommodate the new flat layouts. This included installing entirely new mechanical and electrical systems, such as a mist fire suppression system, along with new windows, doors, and access control infrastructure. A new stairwell building was constructed with a Wetherby external wall insulation system to improve thermal performance, and all internal areas received a full fit‑out, including kitchens, bathrooms, joinery, flooring, wall finishes, and decorations.

Design and Compliance

Design and compliance formed a key component of the project scope. All works were completed in accordance with current Building Regulations, ensuring appropriate fire safety, sound insulation, and accessibility standards. Secure by Design principles were embedded throughout, with a strong sustainability focus adopted, using a fabric‑first approach that incorporated high‑performance insulation across walls, floors, and the roof.

Alteration & Refurbishment

The historic building required sensitive refurbishment to preserve original character while meeting modern standards. Works included:

  • Conversion of the existing structure into nine self-contained apartments
  • Careful restoration of heritage features
  • Reconfiguration of three floors for contemporary use
  • New stairwell building with external wall insulation

Cavendish House was officially opened in January 2026 by The Rt Hon Angela Rayner MP who said: “This is more than a building; this is a symbol of renewal for our area, giving communities the chance to thrive and the people who deserve opportunities the chance to build their futures here.”

It has made a consistently powerful first impression, offering young adults leaving care not only high‑quality accommodation, but a sense of dignity, safety, and belonging.

Social Value

Ashton-under-Lyne is a key delivery area for us and as part of our partnership with Jigsaw Homes, and in line with our commitment to ‘Improving Lives’, we set and agreed social value targets at tender stage. These were monitored via a Social Value tracker with evidence provided to the client at monthly meetings.

We were given the opportunity to transform an under-utilised and unsightly outdoor communal space at Gibson Terrace, one of their sheltered schemes in the heart of Ashton, providing accommodation for vulnerable adults and families experiencing hardship. The works was undertaken in two phases:

Phase 1 – Clearing the Way

  • Removed old timber and Perspex canopies
  • Removed unsightly fixed benches and cleared away overgrown planters
  • Disposed of tired toys and unused storage
  •  Power washed paving and walls to create a fresh canvas

Phase 2 – Bringing the Space Back to Life

  • Installed colourful planters and fresh planting
  • Added new seating areas for residents to gather
  • Built a pergola to create shade and comfort
  • Introduced a sand pit for families with young children

We also provided 20 apprentice weeks on this scheme and provided work experience opportunities for 5 local students.
